Method: lag = midpoint(to) - midpoint(from); min/max from date precision (year-only = whole year); from/to are dates in stages.csv. The range is what the date precision allows (a year-only date is treated as the whole year).
Data through: 2026-09
Caveats
Small sample: projects that were reported end to end. The delivered groups contain only projects that opened.
Some 'operational' dates are as stated by the announcing minister (see notes in the table).
Wikipedia is used as a lead for some dates; it is never a grading source.
